WASHINGTON (AP) ? President Barack Obama's appointments to two key agencies during the Senate's year-end break ensures that GOP senators will return to work Monday in an angry and fighting mood.
Less clear is what those furious Republicans will do to retaliate against Obama's "bring it on" end run around the Senate's role in confirming nominees to major jobs.
While Republicans contemplate their next step, recess appointee Richard Cordray is running a new Consumer Financial Protection Bureau, and the National Labor Relations Board, with three temporary members, is now at full strength with a Democratic majority.
Obama left more than70 other nominees in limbo, well aware that Republicans could use Senate rules to block some or all of them.
The White House justified the appointments on grounds that Republicans were holding up the nominations to paralyze the two agencies. The consumer protection agency was established under the 2010 Wall Street reform law, which requires the bureau to have a director in order to begin policing financial products such as mortgages, checking accounts, credit cards and payday loans.
The Supreme Court has ruled that the five-member NLRB must have a three-member quorum to issue regulations or decide major cases in union-employer disputes.
Several agencies contacted by The Associated Press, including banking regulators, said they were conducting their normal business despite vacancies at the top. In some cases, nominees are serving in acting capacities.
The Federal Deposit Insurance Corp., at full strength, has five board members. The regulation of failed banks "is unaffected," said spokesman Andrew Gray. "The three-member board has been able to make decisions without a problem." Cordray's appointment gives it a fourth member.
The Comptroller of the Currency, run by an acting chief, has kept up its regular examinations of banks. The Federal Trade Commission, operating with four board members instead of five, has had no difficulties. "This agency is not a partisan combat agency," said spokesman Peter Kaplan. "Almost all the votes are unanimous and consensus driven."
Republicans have pledged retaliation for Obama's recess appointments, but haven't indicated what it might be.
"The Senate will need to take action to check and balance President Obama's blatant attempt to circumvent the Senate and the Constitution, a claim of presidential power that the Bush Administration refused to make," said Sen. Charles Grassley, an Iowa Republican who is his party's top member on the Senate Judiciary Committee.
Grassley wouldn't go further, and Senate Republican leader Mitch McConnell of Kentucky hasn't tipped his hand after charging that Obama had "arrogantly circumvented the American people." Before the Senate left for its break in December, McConnell blocked Senate approval of more than 60 pending nominees because Obama wouldn't commit to making no recess appointments.
Republicans have to consider whether their actions, especially any decision to block all nominees, might play into Obama's hands.
Obama has adopted an election-year theme of "we can't wait" for Republicans to act on nominations and major proposals like his latest jobs plan. Republicans have to consider how their argument that the president is violating Constitutional checks and balances plays against Obama's stump speeches characterizing them as obstructionists.
Senate historian Donald Ritchie said the minority party has retaliated in the past for recess appointments by holding up specific nominees. "I'm not aware of any situations where no nominations were accepted," he said. The normal practice is for the two party leaders to negotiate which nominations get votes.
During the break, Republicans forced the Senate to convene for usually less than a minute once every few days to argue that there was no recess and that Obama therefore couldn't bypass the Senate's authority to confirm top officials. The administration said this was a sham, and has released a Justice Department opinion backing up the legality of the appointments.
Obama considers the new Consumer Financial Protection Bureau a signature achievement of his first term. Republicans have been vehemently opposed to the bureau's setup. They argued the agency needed a bipartisan board instead of a director and should have to justify its budget to Congress instead of drawing its funding from the independent Federal Reserve.
Cordray is expected to get several sharp questions from Republicans when he testifies Tuesday before a House Oversight and Government Reform panel.
The NLRB has been a target of Republicans and business groups. Last year, the agency accused Boeing of illegally retaliating against union workers who had struck its plants in Washington state by opening a new production line at its non-union plant in South Carolina. Boeing denied the charge and the case has since been settled, but Republican anger over it and a string of union-friendly decisions from the board last year hasn't abated.

Updated at 6:02 p.m. ET
Arizona Rep. Gabrielle Giffords (D) will resign from Congress this week, she announced in a video message posted Sunday.?
Giffords, the victim of a gunshot wound to the head in an attack a year ago in her Arizona district, cited her continued work toward recovery as a reason for stepping down from her seat.?
"I have more work to do on my recovery, so to do what is best for Arizona I will step down this week," she said in a video message posted to YouTube. "I will return and we will work together for Arizona and this great country."
According to a statement posted on her Congressional website, Giffords will attend?Tuesday night's State of the Union address as one of her final acts as a member of Congress before?submitting her resignation?to Speaker John Boehner on Wednesday.? The?statement also says Giffords plans to "finish" the Congress on your Corner event where the shooting happened before she leaves office.?
"Gabby Giffords embodies the very best of what public service should be.? She's universally admired for qualities that transcend party or ideology - a dedication to fairness, a willingness to listen to different ideas, and a tireless commitment to the work of perfecting our union.? That's why the people of Arizona chose Gabby - to speak and fight and stand up for them," President Obama said in a statement Sunday evening.? "Gabby's cheerful presence will be missed in Washington.? But she will remain an inspiration to all whose lives she touched - myself included.? And I'm confident that we haven't seen the last of this extraordinary American."
Giffords has enjoyed a remarkable recovery since being shot in that?Jan. 8, 2011 incident that left six dead.?
Prior to that shooting, she had been considered a rising Democratic star, and had been considering a bid for Senate this fall. During the course of her recovery, she has been absent from Capitol Hill except for a surprise return to vote in August on an agreement to raise the nation's debt ceiling.
?I salute Congresswoman Giffords for her service, and for the courage and perseverance she has shown in the face of tragedy.? She will be missed,? House Speaker?John Boehner said in a statement.?
House Minority Leader Nancy Pelosi reacted to the announcement in a statement saying Giffords "has been a true bright star - a dynamic and creative public servant.? Gabby's message of bipartisanship and civility is one that all in Washington and the nation should honor and emulate."? Pelosi continued, "I join all my colleagues in Congress in thanking Gabby for the honor of calling her colleague and wishing Gabby and Mark great success and happiness.? She will be missed in the House of Representatives, but her legacy in the Congress and her leadership for our nation will certainly continue."

Another Republican debate has come and gone, and as usual there was no shortage of fireworks as Newt Gingrich clashed with his rivals ... and CNN's John King.
Amid reports that Newt asked Marianne Gingrich for an open marriage while cheating on her with Callista Bisek in 1999, King led off the GOP debate with that topic.
Newt was not happy, and he let King know it ...
Reaming out the “destructive, vicious, negative” media rather than his ex-wife, who raised these accusations yesterday, Gingrich said he was appalled by CNN.
Newt, who went on to divorce Marianne and marry Callista in 2000 (they are still married), punctuated his lengthy answer by saying, “The story is false.”
Some other highlights of the second South Carolina debate this week, and the last before Saturday's critical primary in the Palmetto State included:
With time running out for all candidates not named Mitt Romney to post a win and halt his march toward the Republican nomination, the tension was high.
Can any of them do it? We'll find out by tomorrow night.

For some time, researchers have explored flammable ice for low-carbon or alternative fuel or as a place to store carbon dioxide. Now, a computer analysis of the ice and gas compound, known as a gas hydrate, reveals key details of its structure. The results show that hydrates can hold hydrogen at an optimal capacity of 5 weight-percent, a value that meets the goal of a Department of Energy standard and makes gas hydrates practical and affordable.
The analysis is the first time researchers have accurately quantified the molecular-scale interactions between the gases -- either hydrogen or methane, aka natural gas -- and the water molecules that form cages around them. A team of researchers from the Department of Energy's Pacific Northwest National Laboratory published the results in Chemical Physics Letters online December 22, 2011.
The results could also provide insight into the process of replacing methane with carbon dioxide in the naturally abundant "water-based reservoirs," according to the lead author, PNNL chemist Sotiris Xantheas.
"Current thinking is that you need large amounts of energy to push the methane out, which destroys the scaffold in the process," said Xantheas. "But the computer modeling shows that there is an alternative low energy pathway. All you need to do is break a single hydrogen bond between water molecules forming the cage -- the methane comes out, and then the hydrate reseals itself."
Cagey Ice
Gas hydrates -- especially methane hydrates, which store natural gas -- look like ice but actually hold burnable fuel. Naturally found deep in the ocean, water and gas interweave in the hydrates, but little is known about their chemical structure and processes occurring at the molecular level. They have been known to cause problems for the petroleum industry because they tend to clog pipes and can explode. A methane hydrate produced the bubble of methane gas that contributed to 2010's Gulf of Mexico oil spill.
In previous work, Xantheas and colleagues used computer algorithms and models to examine the water-based, ice-like scaffold that holds the gas. Water molecules form individual cages made with 20 or 24 molecules. Multiple cages join together in large lattices. But those scaffolds were empty in the earlier analysis.
To find out how fuels can be accommodated inside the water cages, Xantheas and PNNL colleague Soohaeng Yoo Willow built computer models of the cages with either hydrogen gas -- in which two hydrogen atoms are bound together -- or methane gas, a small molecule made with one carbon and four hydrogen atoms.
In the hydrogen hydrates, which could potentially be used as materials for hydrogen fuel storage, a small hollow cage made from 20 water molecules could hold up to a maximum of five hydrogen molecules and a larger cage made from 24 water molecules could hold up to seven.
The maximum storage capacity equates to about 10 weight-percent, or the percentage of hydrogen by mass in the chunks of ice, although packing hydrogen in that tight puts undue strain on the system. The Department of Energy's goal for hydrogen storage -- to make the fuel practical -- is above 5.5 weight-percent.
Experimentally, hydrogen storage researchers typically measure much less storage capacities. The computer model showed them why: The hydrogen molecules tended to leak out of the cages, reducing the amount of hydrogen that could be stored. The researchers found that adding a methane molecule to the larger cages in the pure hydrogen hydrate, however, prevented the hydrogen gas from leaking out. The computer model showed the researchers that they could store the hydrogen at high pressure and practical temperatures, and release it by reducing the pressure, which melts it.
Water Gates
Understanding how the gas interacts and moves through the cages can help chemists or engineers store gas and remove it at will. Willow and Xantheas' computer simulations showed that hydrogen molecules could migrate through the cages by passing between the figurative bars of the water cages. However, the cages also had gates: Sometimes a low-energy bond between two water molecules broke, causing a water molecule to swing open and let the hydrogen molecule drift out. The "gate" closed right after the molecule passed through to reform the lattice.
With methane hydrates, some fuel producers want to remove the gas safely to use it. Others see the emptied cages as potential storage sites for carbon dioxide, which could theoretically keep it out of the atmosphere and ocean, where it warms the earth and acidifies the sea. So, Willow and Xantheas tested how methane could migrate through the cages.
The water cages were only big enough to comfortably hold one methane molecule, so the chemists stuffed two methanes inside and watched what happened. Quickly, one of the water molecules forming the cage swung open like a gate, allowing one methane molecule to escape. The gate then slammed shut as the remaining methane scooted into the middle of the cage.
"This process is important because it can happen with natural gas. It shows how methane can move in the natural world," said Xantheas. "We hope this analysis will help with the technical issues that need to be addressed with gas hydrate research and development."
Xantheas said performing computer simulations with carbon dioxide instead of methane might help determine whether it's chemically feasible to store carbon dioxide in hydrates.

As you know, preparation is key to doing well on a job interview and hirers tend to ask the same kinds of questions. This job interview one-sheeter is like a CliffsNotes for getting your strategic answers together.
Shared by Jenny Blake of LifeAfterCollege, the Google Docs template covers seven key questions or topic areas for you to bullet-point your examples, including how you're suited for the position, what your weaknesses are, what excites you, challenges you've overcome, and goals you have in the future. There's an area for questions you have for the company (such as issues or challenges about the job) and other notes (perhaps personal sound bites would be good here).
Just filling out the sheet can help you prepare, but you can also bring it to your interview and quickly glance at it while waiting (nice to have on you just in case).

Xbox recently upgraded its dashboard, adopting Windows metro style UI. It was a necessary change, as Microsoft needs to align its products with its operating system. However there were early complaints that post-upgrade, users were seeing inaccurate colors and poor HD streaming quality.?
And according to EuroGamer, Xbox was ignoring these complaints from beta testers. So why would Microsoft issue an unfinished product? Consider the fact that there is building pressure for console systems to fill many voids: not only are these devices used for gaming, but they?ve becoming the digital hub of the living room, used for streaming content and watching DVDs (and in the case of the PS3, Blu-ray movies). Xbox and PlayStation don?t only have each other and Nintendo to compete with?they have smart TVs with built-in app and Internet access as well.?
The brand has also been under pressure to release its metro UI update and offer more connectivity for Windows Phone 7 users?it needs to be able to leverage everything it can for its mobile platform, which has struggled to add more apps.?
So it seems that Microsoft prematurely pushed the update, and now there is no word on when it will be fixed?just that it will be. ?We?re aware of the colorspace issue w/some Xbox video apps & are working on a fix,? said Xbox Live programming director Larry Hyrb via Twitter. ?No ETA yet but we hope to have an update soon.?
The fact that some Xbox 360 users are dealing with poor color reproduction and the inability to play 1080p content at native resolution on the dashboard player definitely puts Xbox at a disadvantage. These malfunctions have slid (somewhat) under the radar for awhile, but it?s soured by how long the company is taking to address it all and give a real timeline on when an update will be issued.?

By looking at the stability of the atmosphere, wind farm operators could gain greater insight into the amount of power generated at any given time.
Power generated by a wind turbine largely depends on the wind speed. In a wind farm in which the turbines experience the same wind speeds but different shapes (such as turbulence) to the wind profile, a turbine will produce different amounts of power.
And this variable power can be predicted by looking at atmospheric stability, according to Lawrence Livermore National Laboratory scientist Sonia Wharton and colleague Julie Lundquist of the University of Colorado at Boulder and the National Renewable Energy Laboratory.
In a paper appearing in the Jan. 12 edition of the journal, Environmental Research Letters, Wharton and Lundquist examined turbine-generated power data, segregated by atmospheric stability, to figure out the power performance at a West Coast wind farm.
"The dependence of power on stability is clear, regardless of whether time periods are segregated by three-dimensional turbulence, turbulence intensity or wind shear," Wharton said.
The team found that power generated at a set wind speed is higher under stable conditions and lower under strongly unsteady conditions at that location. The average wind power output difference is as high as 15 percent less wind power generation when the atmosphere is unstable.
While turbulence is a relatively well-known term in assessing turbine efficiency, wind shear -- which is a difference in wind speed and direction over a relatively short distance in the atmosphere -- also plays an important role when assessing how much power a turbine generates over certain time scales.
Wharton and Lundquist said that wind farm operators could better estimate how much power is generated if the wind forecasts included atmospheric stability impact measurements.
Though earlier research looked at atmospheric stability effects on power output, few studies have analyzed power output from modern turbines with hub heights of more than 60 meters.
In the new research, Wharton and Lundquist gathered a year of power data from upwind modern turbines (80 meters high) at a multi-megawatt wind farm on the West Coast. They considered turbine power information as well as meteorological data from an 80-meter tall tower and a Sonic Detection and Ranging (SODAR), which provided wind profiles up to 200 meters above the surface, to look at turbulence and wind shear. Looking at upwind turbines removed any influence that turbine wakes may have on power performance.
The team found that wind speed and power production varied by season as well as from night to day. Wind speeds were higher at night (more power) than during the day (less power) and higher during the warm season (more power) than in the cool season (less power). For example, average power production was 43 percent of maximum generation capacity on summer days and peaked at 67 percent on summer nights.
"We found that wind turbines experienced stable, near-neutral and unstable conditions during the spring and summer," Wharton said. "But daytime hours were almost always unstable or neutral while nights were strongly stable."
"This work highlights the benefit of observing complete profiles of wind speed and turbulence across the turbine rotor disk, often available only with remote sensing technology like SODAR or LIDAR (Laser Detection and Ranging,)" Lundquist said. "Wind energy resource assessment and power forecasting would profit from this increased accuracy."

COMMENTARY | Because Monday's Fox News/Wall Street Journal GOP debate from South Carolina falls on Martin Luther King Day, Rev. Jessie Jackson, who was born in Greenville, S.C, wants to hear the candidates talk about issues regarding the legacy of King.
"I want to hear from them," Jackson told Politico. "Do they support Dr. King and the New South movement? Do they appreciate Dr. King's legacy?"
While it would certainly be appropriate to have the Republican candidates share their opinions about King and civil rights, that topic may pose some problems for Texas Rep. Ron Paul.
"Boy, it sure burns me to have a national holiday for Martin Luther King," states one of the controversial newsletters published in Paul's name in December 1990. "I voted against this outrage time and time again as a Congressman. What an infamy that Ronald Reagan approved it!"
The newsletter also said King was "at best -- a socialist."
While Paul's supporters like to point to his Yea vote on a Dec. 5 1979, bill to amend H.R. 5461 as proof that he supported the holiday, H.R. 5461 isn't actually the bill that established the holiday. This bill was simply a measure intended to move MLK Day to the third Monday in January rather than Jan. 15.
House Vote 578, taken to make MLK Day an official national holiday, took place on Nov. 13, 1979. While 252 Members voted in support of the bill, Paul was one of the 133 who opposed the measure leaving the bill just five votes shy of the two-thirds majority required for passage. While the bill was finally passed in 1983, Paul again voted no.
Furthermore, on July 3, 2004, Paul was also the only congressman to vote against House Resolution 676, which honored the 40th anniversary of the passage of the 1964 Civil Rights Act, a bill Paul has said he would also have voted against.
For his speech on the House floor, posted in its entirety on his "Fan Site," Ron Paul.com, Paul is praised as courageous for saying not only that that the bill "increased racial tensions" but that The Civil Rights Act of 1964 actually "violated the Constitution and reduced individual liberty."
While Paul repeatedly claims ignorance of the racially inflammatory content of the newsletters his voting record and public statements regarding civil rights measures is more consistent with supporting that he shares the sentiments of the controversial quotes than serving to support his denial.
Moreover, Paul is heralded by his followers as courageous for being the only one to vote against the July 3, 2004 bill that celebrated four decades of the 1964 Civil Rights Act and for standing on the House floor to deliver a speech to condemn the measure.
"What the Civil Rights Act of 1964 did," wrote Henry A, Rhodes in his 1982 study, An Analysis of the Civil Rights Act of 1964: A Legislated Response to Racial Discrimination in the U. S., "was to create an environment in which attitudes would be able to change."
During the 2008 presidential election, as reported by ABC News, "blacks accounted for a majority of voters in South Carolina, 55 percent -- the highest turnout among African-Americans in any Democratic presidential primary for which data are available."
The Jan. 15 Newsmax-Insider Advantage poll shows former Massachusetts Gov. Mitt Romney leading the GOP field with an impressive 32 percent of voter support. Former House Speaker Newt Gingrich holds second with 21 percent. Paul sits stagnant in third with 14 percent.
Considering these things -- should the GOP candidates decide to take up Jackson's suggestion -- it will be interesting to hear Paul defend his positions on civil rights, his opinions of Dr. Martin Luther King to voters in South Carolina on the anniversary of King's holiday that his newsletter called our "annual Hate Whitey Day."

JERUSALEM ? Israeli defense officials say the U.S. and Israel have postponed their largest-ever war games to avoid aggravating mounting tensions between Iran and the international community.
The missile defense exercise, "Austere Challenge 12," was scheduled for April to improve defense systems and cooperation between U.S. and Israeli forces.
Defense officials said Monday the drill won't take place before the second half of 2012. They spoke on condition of anonymity because they weren't authorized to discuss the decision, which they say was taken on Sunday.
Thousands of American and Israeli soldiers were to take part in the exercise, which was designed to test multiple Israeli and U.S. air defense systems against incoming missiles and rockets from places as far away as Iran.

LONDON ? British scientists have found scores of fossils the great evolutionary theorist Charles Darwin and his peers collected but that had been lost for more than 150 years.
Dr. Howard Falcon-Lang, a paleontologist at Royal Holloway, University of London, said Tuesday that he stumbled upon the glass slides containing the fossils in an old wooden cabinet that had been shoved in a "gloomy corner" of the massive, drafty British Geological Survey.
Using a flashlight to peer into the drawers and hold up a slide, Falcon-Lang saw one of the first specimens he had picked up was labeled 'C. Darwin Esq."
"It took me a while just to convince myself that it was Darwin's signature on the slide," the paleontologist said, adding he soon realized it was a "quite important and overlooked" specimen.
He described the feeling of seeing that famous signature as "a heart in your mouth situation," saying he wondering "Goodness, what have I discovered!"
Falcon-Lang's find was a collection of 314 slides of specimens collected by Darwin and other members of his inner circle, including John Hooker ? a botanist and dear friend of Darwin ? and the Rev. John Henslow, Darwin's mentor at Cambridge, whose daughter later married Hooker.
The first slide pulled out of the dusty corner at the British Geological Survey turned out to be one of the specimens collected by Darwin during his famous expedition on the HMS Beagle, which changed the young Cambridge graduate's career and laid the foundation for his subsequent work on evolution.
Falcon-Lang said the unearthed fossils ? lost for 165 years ? show there is more to learn from a period of history scientists thought they knew well.
"To find a treasure trove of lost Darwin specimens from the Beagle voyage is just extraordinary," Falcon-Lang added. "We can see there's more to learn. There are a lot of very, very significant fossils in there that we didn't know existed."
He said one of the most "bizarre" slides came from Hooker's collection ? a specimen of prototaxites, a 400 million-year-old tree-sized fungi.
Hooker had assembled the collection of slides while briefly working for the British Geological Survey in 1846, according to Royal Holloway, University of London.
The slides ? "stunning works of art," according to Falcon-Lang ? contain bits of fossil wood and plants ground into thin sheets and affixed to glass in order to be studied under microscopes. Some of the slides are half a foot long (15 centimeters), "great big chunks of glass," Falcon-Lang said.
"How these things got overlooked for so long is a bit of a mystery itself," he mused, speculating that perhaps it was because Darwin was not widely known in 1846 so the collection might not have been given "the proper curatorial care."
Royal Holloway, University of London said the fossils were 'lost' because Hooker failed to number them in the formal "specimen register" before setting out on an expedition to the Himalayas. In 1851, the "unregistered" fossils were moved to the Museum of Practical Geology in Piccadilly before being transferred to the South Kensington's Geological Museum in 1935 and then to the British Geological Survey's headquarters near Nottingham 50 years later, the university said.
The discovery was made in April, but it has taken "a long time" to figure out the provenance of the slides and photograph all of them, Falcon-Lang said. The slides have now been photographed and will be made available to the public through a new online museum exhibit opening Tuesday.
Falcon-Lang expects great scientific papers to emerge from the discovery.
"There are some real gems in this collection that are going to contribute to ongoing science."
Dr. John Ludden, executive director of the Geological Survey, called the find a "remarkable" discovery.
"It really makes one wonder what else might be hiding in our collections," he said.

Costa Concordia owners say that the captain made an unauthorized deviation from the programmed course, leading to the deadly crash.
The captain of the?Costa Concordia?cruise?ship that capsized off Tuscany made an unauthorized deviation from its programmed course, a "human error" that led to the vessel's deadly grounding, the ship's Italian owner said Monday. Rescue operations, meanwhile, were halted as the wreckage slightly shifted.
Skip to next paragraphThe comments from Costa Crociere chairman and CEO Pier Luigi Foschi ramped up the pressure on the captain, who already is under investigation by authorities for suspected manslaughter and as well as allegations he abandoned ship before the passengers were safe, violating the Italian navigation code.
Six bodies have been recovered so far from the wreckage of the Costa Concordia, which ran into a reef Friday night and capsized into the port area of Giglio, sparking a frantic evacuation of the 4,200 people onboard.
The rescue operation was called off mid-afternoon Monday after the Costa Concordia shifted a few inches (centimeters) in rough seas. The fear is that if the ship shifts significantly, some 500,000 gallons of fuel may begin to leak into the pristine waters around the island of Giglio.
Fire department spokesman Luca Cari said the ship had shifted a few centimeters vertically and horizontally Monday because of the turbulent waters. He said an underwater search for 16 people still missing was put on hold.
Foschi said his company, which is owned by the world's largest cruiseline, Carnival Corp., stood by the captain, Francesco Schettino, and would provide him with legal assistance. But he said the company disassociated itself from his behavior.
Costa ships have their routes programmed, and alarms go off when they deviate, the chief executive said in a press conference.
"This route was put in correctly. The fact that it left from this course is due solely to a maneuver by the commander that was unapproved, unauthorized, and unknown to Costa," he said.
Schettino has insisted he didn't leave the liner early, telling Mediaset television that he had done everything he could to save lives.
"We were the last ones to leave the ship," he said.
Foschi said the liner had passed all safety and technical tests in its 2011 evaluation. He added that the company's main concern was the safety and well-being of the passengers and crew, as well as to ensure fuel doesn't leak out from the upended hull into the water.
The 500,000 gallons of fuel onboard are in 17 separate tanks, Foschi said. Sensors have been put in place to track the movements of the ship.
Questions have been swirling about why the ship had navigated so close to the dangerous reefs and rocks that jut off Giglio's eastern coast, amid suspicions the captain may have ventured too close while carrying out a maneuver to entertain tourists on the island.
Residents of Giglio said they had never seen the Costa come so close to the dangerous "Le Scole" reef area.?

CHICAGO - For all the talk about the Chicago Cubs' future, Theo Epstein isn't ready to write them off for next season.
The club's new president of baseball operations says the Cubs just might surprise a few people even though there are question marks on the roster and holes in the farm system.
Epstein sees each season as a "sacred opportunity to win" and insists the Cubs "have more talent than we're given credit for."
"Check back in the middle of the season," Epstein said Saturday during a question-and-answer session with fans at the Cubs Convention. "We might just have the ability to really surprise some people, do some damage in the National League Central."
Chicago is undergoing a major overhaul, and a quick turnaround appears unlikely. There were some rumblings the Cubs were eyeing Prince Fielder, particularly after they hired manager Dale Sveum from Milwaukee's staff, but don't count on that.
"There haven't been any discussions with us with Prince," said Sveum, the Brewers' hitting coach the past three seasons after serving as their bench coach and third-base coach. "He's a heck of a player. He's probably one of my favorite guys that I've ever coached, but that's just not going to happen. We have a first baseman in Bryan LaHair and (prospect Anthony) Rizzo waiting in the wings as well. We're doing OK with big power, left-handed hitters right now."
They're OK in their fans' eyes, too.
There's a big sense of optimism surrounding the Cubs as they try to break a championship drought that dates to 1908. Long-suffering fans are hopeful that Epstein along with new general manager Jed Hoyer can turn things around and help bring home that elusive title, just as they did in Boston.
They see a plan. They see a roster getting overhauled. They see reason to have hope, and right there with them are the owners, the Ricketts family.
Chairman Tom Ricketts said, "2011 wasn't what we wanted it to be on the field, but off the field, we've added some people that I think will get the organization going in the right direction. And I think we have a bright future."
He said president Crane Kenney was the one who actually requested permission from Boston to speak to Epstein, and after negotiations began, they flew him in for a clandestine meeting in Chicago. The secret got out when a fan spotted Epstein at a Starbucks and told the Chicago Tribune.
"We were so secret," Ricketts said. "We flew him in secretly, we picked him up secretly, all these things. And then he hops out of the car to get an iced coffee. If you're going to go to Starbucks, why didn't you just fly in on United and put up a billboard?"
That misstep aside, Ricketts knew he was the man for the job. The task is no small one.
Management has already started gutting the roster, with Aramis Ramirez, Carlos Pena and Carlos Zambrano gone. The Cubs have been stocking up on prospects along with young and inexpensive players with major league experience, beefing up the farm system while hoping low-risk investments pay big dividends.
"We'll be scratching and clawing, trying to acquire as many assets as we can," Epstein said. "Very bluntly, we don't have enough of them. We don't have enough good players. We don't have enough young players. We don't have enough players whose contributions on the field exceed or match their salary, so we're going to be scrapping and clawing to acquire those guys as we feel that they can maximize our competitiveness now and create that foundation for long-term success."
The Cubs have made a big commitment to their minor league system and scouting. They have an academy in the Dominican Republic in the works, hoping to tap into a fertile market, and although Epstein said the system is deeper than he expected, it is a bit thin at the higher levels.
"There aren't necessarily a lot of high-impact players that are close to the big leagues," Epstein said. "If there were, it would be one of the best systems in baseball. We're not. There's a lot of room for improvement, a lot of work to do to get where we want to be, but there are a number of interesting players. ... We do have a lot of depth, albeit at the lower levels. I think with a few more acquisitions and prospects and a solid draft, you're going to see our system start to creep up into the upper third ? which is a nice place to be."
NOTES: Tom Ricketts had little to say about a sexual assault allegation against star shortstop Starlin Castro, other than he hopes it gets resolved quickly. ... The Cubs announced they are adding the "Budweiser Patio" in the right-field bleacher section for the upcoming season. The plan calls for a 75-foot long LED board that will show information such as the pitch count along with a player's picture and statistics. The patio will accommodate groups of 50, 100 or 150 guests with seats and standing-room only tickets that will include all-inclusive food and beverage packages. ... Kenney, the president of business operations, also said the Cubs remain committed to renovating Wrigley Field rather than building a new ballpark. "We're here for good," he said.

There are tons of addictive games for the iPhone, iPad and Android smartphones and tablet devices that won?t cost you a dime.
Sure, some of these games expose users to advertising or begin charging in-app payments after a certain point. But a lot of fun can be had for free with minimal distraction.
Here are the 15 best free games for Apple?s iOS and Google?s Android devices that you should consider downloading right away.
The follow up to mega-hit Paper Toss offers even more time-wasting fun for free. The original game was downloaded more than 100 million times, but the sequel takes things to a new level. More than just paper, you get to throw bananas, grenades, tomatoes and more. This all transpires in new and improved settings with crisper, cleaner graphics. The game?s dynamics remain similar, but the gameplay has been refreshed and improved to increase replayability. When you factor in more power-ups, more people to throw things at, more unlockable items and Game Center leaderboards, Paper Toss 2.0 adds up to a heap of fun. While Paper Toss 2.0 has yet to arrive to Android, the original title is still available on that platform and is also free to download.
Tiny Tower is a very well made resource management game in which your goal is to build your tower higher and higher. By making money and expanding your tower, you?ll attract new tenants and business owners, allowing you to make more money to build even higher. The towers are very customizable, and there are plenty of upgrades to purchase. Best of all, you can compare your tower with your friends? towers, courtesy of Game Center. On top of the simple and addicting gameplay lies the charming pixelated aesthetics and pleasing elevator music soundtrack. Definitely give this quirky title, which Apple proclaimed best game of 2011, a try.
Here is our video review of the recently released Android version.
There is an awful lot to explore in Six-Guns for free before getting into all the in-app purchase opportunities. In fact, it?s possible to play through the entire game without spending a dime. Set in an old West environment, Six-Guns is an open-world cowboy adventure with plenty of varied missions to enjoy, usually involving gun-totin' and horseback ridin'. Though the storyline and plot isn?t the greatest, play often and your character will gain access to better weapons and you can hone your cowboy skills no end.

While the iPhone and iPad versions of Angry Birds will cost you one and five bucks respectively, the addictive international sensation remains free on Android devices. If somehow you are unfamiliar with the premise of Angry Birds, here?s the deal. Evil pigs have stolen the eggs of normally peaceable birds, turning them into fierce flying fighters for justice. Test your skill by sling-shooting these now angry birds at the pigs that are hiding in ever-increasingly secure forts made of bricks and wood. To move up levels, you must destroy the forts, and the pigs, with the limited number of suicidal birds you have on hand. You?ll find the game?s details ? like the birds? determined grunts and trilling whistles ? as addictive as the game itself.
This is a FarmVille-like game featuring the lovable little blue guys from the classic cartoon. You can grow crops, build your village and play mini-games ranging from baking goods to mixing potions. All the favorite characters from the cartoon make appearances, and the game?s vibrant cartoon graphics are both impressive and fitting for a game that will appeal to younger audiences. The premium part of Smurfs? Village is mainly smurfberries ($4.99 to $99.99), though there is some exclusive content to be had for the right price. Smurfberries act as a ?turbo? of sorts, allowing you to complete a task immediately instead of waiting.
If you've heard of the popular game Flight Control, you should be immediately familiar with the concept here. Imagine that game, but with boats. Ships enter your harbor from all sides. You must navigate them safely into a port, allow them to unload their cargo, and then send them on their way ? all with a flick of your fingers. Of course, one or two boats feel easy, but thirty or forty makes for a real challenge. You can also share the fun by having someone else join you in managing the harbor. There is also an iPhone version of Harbor Master available for $1.99.
This beautiful looking game from Natural Motion allows you to train, nurture, groom and develop your very own virtual horse. It?s great for kids who want to learn how to look after something and certainly doesn?t cost as much as the real thing. It encourages social gaming as it?s easy to share your new stablemate with friends or help them out with grooming and feeding. Take care of your horse well enough and he may end up a world champion. With eight different breeds to look after and a wide range of activities, My Horse is fun for ?virtual pet? fans everywhere.
Words With Friends Free is exactly that ? a brand of Scrabble that you can play against your friends by taking turns, over the Internet or mobile devices, at your own pace. Each player places a word and submits it to Words With Friends, which vets it to make sure it really is a word, and keeps score. You can play up to 20 games at a time, with as much time as you want between turns ? it?s all up to you. And best of all (yes, better than free), you can play Words With Friends cross-platform, against players on Android phones as well as iPhones or iPads. ?
Zynga?s new take on the traditional hangman game is another winner. With the same drop-in-and-play vibe as Words, it?s a game that players can dip in to at their own pace. Create words for your opponents and see if they can solve them. There are lifelines and hints available if you get stuck (plus an in-app store where you can buy more coins), but get five words wrong in a game and you?ll lose. This word game doesn?t pack the same strategic punch as Words With Friends, but it?s still fun to pick up and play now and again.
Don?t play this game in public places. The accelerometer drives the action so you may look like an idiot if people don?t know what you?re doing. You steer a red arrow through on onslaught of red dots that will kill you and end the game. To win, you?ll need to run into the power-up nodes that unleash spouts of fire and icicles. Choose from several engaging modes ? Classic, Code Red, Gauntlet Evolved, and Frostbite ? that alter the background and the death threats. Flexible options allow you to select the way you hold your iPad, including in your hands, on a table, or laying on your back in bed. You can download an iPhone version of Tilt to Live for $2.99.
There are tons of puzzle levels in Unblock Me Free, even though it?s a demo game for its paid counterpart on iOS (it?s completely free on Android). The premise is simple, even though the game is challenging: in each square level, you have a series of wooden rectangles that are placed together in the grid. One of the pieces is colored, and this one you?re trying to slide off the screen. The blocks can move horizontally or vertically, but only in the direction that they?re smallest side is facing ? in other words, you can?t move the blocks sideways. Even the beginner puzzles are a decent challenge. Unblock Me has an addictive nature that will draw you into its free puzzle-solving charms for a good long time.
The latest iteration of the classic match-three gem-swapping game is only available for iPhone and iPod Touch owners. If you are not already part of the converted, Bejeweled Blitz is a great free way to tap into the excitement. The superlative graphics and addictive gameplay will keep you coming back. Also, don?t forget to grab your headphones for ?Zen Mode?, which features entertaining mantras to keep you focused on the game at hand. This app also features great new Facebook integration. ?
Anyone who?s given Sudoku a try in the puzzles section of a newspaper knows how addictive it can be. Of the dozens of quality free versions of Sudoku available on the iTunes App Store, Sudoku 2 is the best. Sudoku 2 is a beautiful, free way to play Sudoku on your iPhone, and it?s as addictive as it is elegant. The game provides all the features you would get if you were playing with a pen and paper, including the ability to mark squares with hypothetical numbers that could occupy them as you continue to eliminate options. It?s packed full of puzzles of varying difficulties and seems to go on forever. While the Sudoku 2 game developed by Finger Arts is not available on Android, we recommend Sudoku Way Lite by Cogitas for that platform.
This free, trial version of Amazing Breaker, is an excellent physics-based puzzler with plenty of ice-smashing action. There?s 16 levels to try here, and you?re pretty likely to get hooked and want to upgrade to the full game. With universally positive reviews, this challenging puzzle game sees you blasting ice sculptures with bombs. You need to destroy at least 90 percent of each sculpture to move on, so the trick is to demolish every little fragment of ice, and therein lies the challenge. It?s easy to learn, but hard to master like the best and most addictive games.
The ninja hero of this game wants out of his tough inner-city Chinatown and he is not waiting for any hand outs or opportunities. So, he decides to climb straight up the sides of two skyscrapers into the sky. Ninjas, by the way, are excellent climbers. Use your thumbs to leap from one skyscraper to another, avoiding monsters, barriers and other threats which will send him plummeting to his death. Time your jump perfectly and your ninja will slash birds and other creatures right out of the air as he leaps to the opposite building.
